Dr. Jeffrey Weaver

Senior Executive Consultant

As a Senior Executive Consultant, Dr. Weaver, has over 30 years of experience in human resource management, human capital management, and adult education operations and management, holding positions such as Senior Advisor to the Army Chief of Staff, Chief Human Capital Officer (CHCO), Vice President for Human Capital, and Assistant Dean of Faculty. Dr. Weaver advises clients on options and suggests ways to improve the overall agility, efficiency, learning, performance management, talent acquisition and workforce development.

Jeffrey is a loving husband, father of two, and grandfather of two, he enjoys reading, teaching, and spending time with family. Jeffrey served over 21 years in the U.S. Army being stationed in three different countries and across eight (8) different states and retired in July 2016.

Bob Snyder

Senior Leader

Mr. Snyder is an experienced senior leader with eight years as a member of the Senior Executive Service (SES) in the federal government, after serving 26 years as an Army officer.  During his career at both the Department of Veterans Affairs (VA) and in the Army, he served as an advisor, confidant and strategist for leaders at the Secretary, Deputy Secretary, and 4-Star levels of responsibility.  He brings skills and experience in the areas of leadership and management; strategic planning and policy development; and executive coaching to CHCI in order to assist clients in aligning organizational goals with individual aspirations to achieve their objectives.

Bob is married to the former Margaret Grace Haller and they have three children and two grandsons.  In his spare time, he enjoys watching college football and basketball, as well as biking, kayaking, and golfing.

Kate Culzoni

Senior Program Analyst

Kate Culzoni, Senior Program Analyst at CHCI, brings twenty years of experience to the organization. She is passionate about understanding client needs and designing innovative solutions that drive success. Kate is a certified Project Management Professional (PMP) and brings that detail-oriented mindset to client work. Her broad set of skills, including strategic planning, facilitation, analysis, and evaluation; have brought her success in a number of industries. Whether she is engaging stakeholders on policy development, designing trainings for supervisors, or developing a new business process, Kate is always looking for ways to help clients improve performance. She holds a Master of Science in Public Policy and Management from Carnegie Mellon University. Kate has been with CHCI for three years.

Outside of work, she enjoys spending time with her family and swimming. She is often found busting a move in the office to create moments of levity!

Aaron Zeman

Program Analyst

Aaron Zeman is a Program Analyst at CHCI with extensive experience assisting government and commercial organizations develop solutions to human capital-related challenges. Aaron has a particular interest in using analytic tools to analyze and interpret data, as well as make recommendations about the methods in which an organization obtains and analyses data to improve the quality and efficiency of their own data systems. Aaron holds a Bachelor of Science degree in economics and statistics from George Mason University. In his free time, Aaron enjoys discovering new running and biking trails around Washington, DC and writing about himself in the third person.
