Position Overview
The Center for Human Capital Innovation (CHCI) is a growing small business and looking for the ideal person to join our team of consulting professionals as a Performance Analyst. As CHCI’s clients face changing conditions, increasing mission requirements, and resource constraints, they are looking for innovative solutions that drive successful outcomes and support their most important asset – their people. CHCI is engaging with clients to prepare for and address these challenges while enhancing operational results. CHCI requires talented and experienced people to support this effort.
Principal Responsibilities
The Performance Analyst is a key position on the CHCI team. Initially, they will join a project team that is primarily focused on transforming human capital systems for a government client. In the long term, this person will be responsible for a full range of project support activities that applies their training and experience to support both commercial and government clients in a dynamic environment.
Accordingly, the initial primary responsibility of the Performance Analyst will be to lead, as a subject matter expert, the development of measures, metrics, and methods (i.e., key performance indicators) that can be used to systematically assess and monitor the performance of a talent management system for a medium-sized government organization. This performance measurement system should reflect highly effective data collection and management practices and appropriate analytic efforts that support the ability to ascertain the current and forecasted returns on investment for talent management activities and decisions. The measures, metrics, and methods will also provide key insights into organizational performance (e.g., resource allocation, employee engagement, learning and development outcomes). Additional responsibilities include, but are not limited to:
- Collecting, structuring, and analyzing talent management data.
- Establishing a baseline of various performance measurements, including employee competency assessments.
- Designing pre- and post-assessment surveys and providing analytical support on survey results to make policy recommendations.
- Preparing final project deliverables, including presentations, briefings, and written documents.
Aptitudes / Education / Experience
All team members at CHCI are expected to be highly engaged and motivated individuals who are eager to join a dynamic team of professionals. An ideal Performance Analyst candidate should have a robust background in several foundational skills, including advanced verbal and written communications; an ability to collect, analyze, and present all forms of information; and strong analytic and numeracy skills. Attention to detail in all areas is a requisite skill. Additionally, an ability to build interpersonal relationships, facilitate team-building, manage project tasks and priorities, and meet deadlines are all integral competencies to the Performance Analyst position. Furthermore, an ideal candidate should have:
- A minimum of five years evaluating and analyzing topics related to performance evaluation, workforce development assessment, or human capital systems.
- A minimum of a bachelor’s degree in related fields such as statistics, sociology, economics, psychology, or other related fields.
- Advanced proficiency using Microsoft Office suite (Word, Excel, and PowerPoint).
- Experience using statistical analysis software (e.g., R, SAS, SPSS, Stata) and qualitative data analysis software (e.g., NVIVO, Atlas TI) is preferred.
- Experience using database management software (e.g., PostgreSQL, MySQL) is also preferred.
Security Clearance
- Candidates must be capable of passing Federal Investigative Standard Investigation.
- Security Clearance is desirable.
Travel
- Local travel within DC Metro area will be required regularly.
- Travel within Continental US may be required.
